Instructions
1. In a medium saucepan, combine the water and sugar. Bring to a simmer and cook over medium heat, stirring occasionally, until the sugar is dissolved, about 3 minutes. Let cool slightly, then refrigerate until cold.
2. Combine the sugar syrup, lemon zest, and lemon juice. Pour the mixture into a chilled 12- by 9- by 2-inch metal pan. Freeze for 30 minutes, or until ice crystals form around the edges.
3. Stir the ice crystals into the center of the mixture. Return the pan to the freezer and continue freezing, stirring every 30 minutes, until all of the liquid is frozen, about 2 to 2 1/2 hours.
